आरक्षण व्यवस्था पर स्थिति स्पष्ट न होने पर हाईकोर्ट ने लगाई अंतरिम रोक
नैनीताल। उत्तराखंड में प्रस्तावित त्रिस्तरीय पंचायत चुनावों पर नैनीताल हाईकोर्ट ने फिलहाल रोक लगा दी है। यह रोक आरक्षण व्यवस्था को लेकर राज्य सरकार द्वारा स्थिति स्पष्ट न कर पाने के चलते लगाई गई है। कोर्ट ने साफ कहा कि जब तक पंचायत चुनावों में आरक्षण की स्थिति स्पष्ट नहीं होती, तब तक चुनाव प्रक्रिया को आगे नहीं बढ़ाया जा सकता।
सोमवार को मामले की सुनवाई के दौरान कोर्ट ने पाया कि राज्य सरकार पंचायत चुनावों में आरक्षण को लेकर न तो स्पष्ट नीति प्रस्तुत कर सकी और न ही न्यायालय को भरोसेमंद विवरण दे सकी। इस पर कोर्ट ने गहरी नाराजगी जताते हुए सरकार को निर्देश दिए कि वह जल्द से जल्द आरक्षण संबंधी नीति स्पष्ट करे।
राज्य निर्वाचन आयोग ने हाल ही में पंचायत चुनावों की तैयारी शुरू कर दी थी और 12 जिलों में पंचायत चुनाव कार्यक्रम की घोषणा कर दी थी, लेकिन अब हाईकोर्ट के आदेश के बाद यह प्रक्रिया रोक दी गई है।
राजनीतिक विश्लेषकों का मानना है कि यह फैसला राज्य की सियासत और पंचायत स्तर पर प्रतिनिधित्व के समीकरणों को प्रभावित कर सकता है। विपक्ष पहले से ही सरकार पर पंचायतों में आरक्षण को लेकर मनमानी और अनियमितता के आरोप लगा रहा था, जिसे अब न्यायालय की टिप्पणी से बल मिल सकता है।
