देहरादून। उत्तराखण्ड में स्थित ग्लेशियर झीलों के व्यापक अध्ययन और इनकी नियमित निगरानी के लिए उत्तराखण्ड राज्य आपदा प्रबंधन प्राधिकरण द्वारा विस्तृत कार्ययोजना बनाई जा रही है। सचिवालय में विभिन्न केंद्रीय संस्थाओं के वैज्ञानिकों के साथ इस पर विचार-विमर्श किया गया। यूएसडीएमए समन्वयक की भूमिका निभाते हुए ग्लेशियर झीलों पर कार्य करने वाले विभिन्न शोध संस्थानों को आवश्यक सहयोग प्रदान करेगा। बैठक की अध्यक्षता करते हुए सचिव आपदा प्रबंधन एवं पुनर्वास विनोद कुमार सुमन ने कहा कि उत्तराखण्ड में 13 ग्लेशियर झीलें चिन्हित की गई हैं, इनमें से पांच श्रेणी-ए में हैं। उन्होंने बताया कि बीते साल एक दल ने चमोली जनपद के धौली गंगा बेसिन स्थित वसुधारा झील का सर्वे कर लिया है। इस दल में यूएसडीएमए, आईआईआरएस, वाडिया हिमालय भूविज्ञान संस्थान, एसडीआरएफ, एनडीआरएफ तथा आइटीबीपी के प्रतिनिधि शामिल थे। उन्होंने बताया कि पिथौरागढ़ जनपद में स्थित श्रेणी-ए की शेष चार झीलों का सर्वे 2025 में करने का लक्ष्य तय किया गया है।
उन्होंने बताया कि ग्लेशियर झीलों की निगरानी के लिए विभिन्न संस्थानों के साथ मिलकर एक फुलप्रूफ सिस्टम विकसित करने की दिशा में कार्य किया जा रहा है। ग्लेशियर झीलों के अध्ययन के लिए विभिन्न वैज्ञानिक संस्थानों को जो भी सहयोग की जरूरत होगी, वह यूएसडीएमए उपलब्ध कराएगा। उन्होंने कहा कि यूएसडीएमए विभिन्न वैज्ञानिक संस्थानों को एक मंच पर लाना चाहता है ताकि ग्लेशियर झीलों पर व्यापक अध्ययन किया जा सके। उन्होंने बताया कि ग्लेशियर झीलों के सर्वे के लिए वाटर लेवल सेंसर, ऑटोमेटिक वेदर स्टेशन, थर्मल इमेजिंग आदि अन्य आवश्यक उपकरणों को स्थापित किया जाएगा।
यूएसडीएमए के अपर मुख्य कार्यकारी अधिकारी-प्रशासन आनंद स्वरूप ने कहा कि प्रथम चरण में ग्लेशियर झील की गहराई, चौड़ाई, जल निकासी मार्ग तथा आयतन का अध्ययन जा रहा है। इसके बाद अर्ली वार्निंग सिस्टम लगाने की दिशा में कार्य किया जाएगा। साथ ही ऐसे यंत्र भी स्थापित किए जाएंगे जिससे पता चल सके कि ग्लेशियर झीलों के स्वरूप में क्या-क्या बदलाव आ रहा है। उन्होंने बताया कि उच्च गुणवत्ता वाले उपकरणों से इन झीलों की निगरानी की जाएगी और यूएसडीएमए इसके लिए हर संभव सहयोग प्रदान करने के लिए तैयार है।
वाडिया हिमालयन भूविज्ञान संस्थान के पूर्व वैज्ञानिक डॉ. डीपी डोभाल ने कहा कि ग्लेशियर झीलों के स्वरूप व प्रकृति का अध्ययन करना बहुत जरूरी है। अगर इनकी लगातार मॉनिटरिंग हो और सुरक्षात्मक उपाय भी साथ-साथ किए जाएं तो संभावित खतरे को न्यून किया जा सकता है। बैठक में वैज्ञानिकों ने इस बात पर जोर दिया कि इन झीलों में सेडिमेंट डिपॉजिट कितना है, इसका भी अध्ययन जरूरी है। साथ ही रिमोट सेंसिंग के माध्यम से भी इन झीलों की निगरानी की जानी आवश्यक है। वैज्ञानिकों ने इस बात पर भी बल दिया कि विभिन्न संस्थान अपने-अपने अध्ययनों को एक दूसरे के साथ साझ करें।
बैठक में आईजी एसडीआरएफ श्रीमती रिद्धिम अग्रवाल, वित्त नियंत्रक अभिषेक आनंद, संयुक्त मुख्य कार्यकारी अधिकारी मो. ओबैदुल्लाह अंसारी, यू-प्रीपेयर के परियोजना निदेशक एसके बिरला, मोहित पूनिया, यूएसडीएमए के विशेषज्ञ रोहित कुमार, मनीष भगत, तंद्रीला सरकार, डॉ. वेदिका पन्त, डॉ पूजा राणा और हेमंत बिष्ट मौजूद थे।
