वोट की चोट से किस उम्मीदवार की चुनावी नैया लगेगी पार व किसकी डुबेगी ?
देहरादून। उत्तराखंड के 11 नगर निगमों समेत 100 निकायों में आज मतदाता अपने घरों से बाहर निकलें है। अभी तक राजनीतिक दलों के उम्मीदवार और उनके समर्थक अपने पक्ष में मतदान की अपील करने के लिए उनके दरवाजे पर पहुंचे थे। अब मतदाताओं की बारी है। मतदान केंद्र के अंदर वोट की चोट से वे किसी उम्मीदवार की चुनावी नैया पार लगाएंगे तो किसकी डुबा देंगे।
प्रदेश और अधिकांश निकायों में सत्तारूढ़ होने की वजह से भाजपा की प्रतिष्ठा दांव पर है तो वहीं सत्तारोधी रुझान के दम पर कांग्रेस नगर निगमों से लेकर नगर पालिका और नगर पंचायतों में उलटफेर करने की उम्मीद लगाए बैठी है। उधर, भाजपा और कांग्रेस में उभरे असंतोष और भड़की बगावत का लाभ उठाने के लिए निर्दलीय भी ताक में हैं।
दांव पर भाजपा की प्रतिष्ठा
निकाय चुनाव में सत्तारूढ़ भाजपा की प्रतिष्ठा दांव पर मानी जा रही है। पार्टी के स्टार प्रचारक रहे सीएम पुष्कर सिंह धामी हर जनसभा में ट्रिपल इंजन की सरकार बनाने की अपील करते रहे। अब पार्टी निकायों में जीत का शतक बनाने का दावा कर रही है। निकाय चुनावों के पिछले रिकॉर्ड पर गौर करें तो भाजपा ने पांच नगर निगमों के साथ कुल 43 निकायों में जीत दर्ज की थी। इस बार उसने जीत का ज्यादा बड़ा लक्ष्य बनाया है। पिछले छह वर्षों के दौरान राज्य में नगर निगमों की संख्या 11 हो चुकी है। श्रीनगर, अल्मोड़ा और पिथौरागढ़ नगर निगमों में पहली बार चुनाव हो रहे हैं। इससे पहले वे नगर पालिकाएं थीं।
निकाय चुनाव के नतीजों से पता चलेगा कि इन तीन नगरपालिकाओं को नगर निगम का दर्जा देने का दांव किसके पक्ष में रहा। 2018 में हुए चुनाव में भाजपा ने देहरादून, ऋषिकेश, हल्द्वानी, काशीपुर और रुद्रपुर नगर निगमों में जीत दर्ज की थी। इन सभी निकायों में पार्टी ने मेयर का टिकट काटकर नए चेहरों पर दांव लगाया है। देखना होगा कि पार्टी का यह प्रयोग कितना कामयाब होता है। 17 नगर पालिकाओं में भी भाजपा पिछली बार जीती थी। पार्टी के सामने इन सभी नगर पालिकाओं में वापसी करने की चुनौती है। करीब 21 निकायों में भी भाजपा को अपनी प्रतिष्ठा बचानी है।

नगर पंचायत : नौगांव, गौचर, पीपलकोटी,
नंदप्रयाग, पोखरी, थराली, ऊखीमठ, अगस्त्यमुनि, कीर्तिनगर, गजा, लंबगांव, झबरेड़ा, सतपुली, द्वारहाट, भिक्यासैंण, बनबसा, कालाढुंगी, दिनेशपुर, गुलरभोज, सितारगंज
विकास और विरासत के ऐतिहासिक कामों पर जनता सभी नगर निगमों में कमल खिलाने जा रही है। कांग्रेस हार की बौखलाहट में तुष्टीकरण के चोले में आ गई।

नगर निकाय चुनाव के प्रचार में कांग्रेस के दिग्गजों व कार्यकर्ताओं ने पूरा दम लगाया। अब कांग्रेस को सत्तारोधी रुझान, पार्टी कार्यकर्ताओं की मेहनत से निकाय चुनाव में जीत की उम्मीद है। कांग्रेस दिग्गज भी नगर निगम, नगर पालिका व नगर पंचायतों में जीत का दावा कर रहे हैं। मतदाताओं की उम्मीदों पर कांग्रेस कितना खरा उतरती हैं, यह चुनाव नतीजों से साफ होगा।
लोकसभा व विधानसभा चुनाव में मिली हार जवाब देने के लिए नगर निकाय चुनाव में कांग्रेस पूरी ताकत के साथ उतरी। चुनाव प्रचार के दौरान भी कांग्रेस दिग्गज एकजुट नजर आए। कांग्रेस अध्यक्ष करन माहरा, पूर्व सीएम हरीश रावत, नेता प्रतिपक्ष यशपाल आर्य, पूर्व प्रदेश अध्यक्ष एवं विधायक प्रीतम सिंह, गणेश गोदियाल, पूर्व मंत्री हरक सिंह रावत, शूरवीर सिंह सजवाण, हीरा सिंह बिष्ट, नवप्रभात समेत पार्टी के सभी विधायक व पूर्व विधायक चुनाव प्रचार में एकजुटता के साथ दमखम दिखाया। लेकिन कुछ निकायों में पार्टी नेताओं की नाराजगी सामने आई। चुनाव के ऐन वक्त पर पार्टी नेताओं ने भाजपा में शामिल होने से कांग्रेस को झटका भी लगा। इसके बावजूद कांग्रेस ने चुनाव रण में विरोधियों का सामना किया।
2018 में दो निगमों में जीती कांग्रेस
2018 के प्रदेश के सात नगर निगमों में चुनाव हुए थे। इसमें कांग्रेस को कोटद्वार व हरिद्वार नगर निगम में मेयर पद कांग्रेस को जीत मिली। जबकि 2019 में नगर निगम रुड़की के चुनाव में मेयर पद कांग्रेस दूसरे स्थान पर रही। वहीं, नगर पालिका श्रीनगर में अध्यक्ष पद पर कांग्रेस ने जीत हासिल की थी। अब श्रीनगर नगर निगम बना है। जबकि अल्मोड़ा व पिथौरागढ़ नगर निगम में पहली बार चुनाव हो रहे हैं।
कांग्रेस ने पूरी ताकत के साथ निकाय चुनाव लड़ा है। पार्टी नेताओं व कार्यकर्ताओं ने अपने-अपने क्षेत्रों में पूरी मेहनत से काम है। लोगों में भाजपा सरकार के प्रति नाराजगी है। निकायों में कांग्रेस शानदार जीत हासिल करेगी।
