बैठक के दौरान कृषि मंत्री गणेश जोशी ने भारत सरकार में लम्बित प्रस्तावों की स्वीकृति तथा कई अहम विकास योजनाओं की धनराशि अवमुक्त करने का भी किया अनुरोध
देहरादून। सुबे के कृषि एवं कृषक कल्याण मंत्री गणेश जोशी ने आज कैंप कार्यालय में केंद्रीय कृषि मंत्री शिवराज सिंह चौहान की अध्यक्षता में कृषकों के कल्याण और उनकी आय दोगुनी करने के उद्देश्य से आयोजित बैठक में वीडियो कॉन्फ्रेंसिंग के माध्यम से जुड़े। उक्त बैठक में देश के विभिन्न राज्यों के कृषि मंत्री एवं संबंधित विभाग के वरिष्ठ अधिकारी गण उपस्थित रहे।
सुबे के ग्राम्य विकास मंत्री ने बैठक के दौरान राज्य में केंद्र एवं प्रदेश सरकार द्वारा संचालित विकास कार्यों की प्रगति की विस्तार से केंद्रीय कृषि मंत्री को अवगत कराया और कई महत्वपूर्ण सुझाव के साथ लंबित प्रस्तावों की भारत सरकार से स्वीकृति का अनुरोध भी किया। कृषि मंत्री गणेश जोशी ने प्रधानमंत्री मोदी और केंद्रीय कृषि मंत्री शिवराज सिंह चौहान का मण्डुवा फसल हेतु निर्धारित न्यूनतम समर्थन मूल्य पर अन्य मिलेट फसलें यथा-कौणी, चीना, कोदो, कुटकी को भी सार्वजनिक वितरण प्रणाली के अन्तर्गत अन्तःग्रहण किये जाने हेतु तीन वर्ष तक अनुमति प्रदान करने के लिये आभार व्यक्त किया।
कृषि मंत्री गणेश जोशी ने केंद्रीय कृषि मंत्री से झंगोरा/साँवा (Barnyard Millet) फसल को मण्डुवा के न्यूनतम समर्थन मूल्य पर सार्वजनिक वितरण प्रणाली में शामिल करने और प्रमुख रूप से मंत्री गणेश जोशी ने प्रदेश में जंगली जानवरों से फसलों की सुरक्षा हेतु ₹500 करोड़ की धनराशि घेरबाड़ योजना के लिए स्वीकृत करने, और पर्वतीय क्षेत्रों की स्थानीय फसलों के सत्यापित बीजों के उपयोग की अनुमति प्रदान करने का भी अनुरोध किया। साथ ही, केन्द्रपोषित बागवानी मिशन के मानकों में संशोधन, राष्ट्रीय मौनपालन मिशन के तहत योजनाओं की स्वीकृति, और उत्तराखंड में मौनपालन आधारित उत्कृष्टता केंद्र की स्थापना हेतु प्रस्ताव स्वीकृत कराने का आग्रह भी किया गया।
मंत्री गणेश जोशी ने बैठक के दौरान केंद्रीय कृषि मंत्री को अवगत कराया कि उत्तराखंड राज्य की जलवायु और भूमि सगन्ध फसलों की खेती के लिए अनुकूल है। इन फसलों की खेती राज्य के विभिन्न हिस्सों में की जा रही है। राज्य में सगन्ध फसलों से लगभग 100 करोड़ का टर्नओवर प्राप्त हो रहा है। वर्तमान में लगभग 9.000 हेक्टेयर भूमि पर 28,000 से अधिक कृषकों द्वारा सगन्ध फसलों की खेती की जा रही है, सगन्ध फसलों के वृहद कृषिकरण हेतु महक क्रांति नीति” तैयार की गयी है जिसके अंतर्गत कुल 22750 हेक्टेयर क्षेत्रफल पर राज्य के विभिन्न जनपदों मे 7 एरोमा वैलियों यथा टिमरू वैली 5150 हेक्टेयर, सिनेमन वैली 5200 हेक्टेयर, डेमस्क गुलाब वैली 2000 हेक्टेयर, लेमनग्रास वैली 2400 हेक्टेयर एवं मिंट वैली 8000 हेक्टेयर क्षेत्रफल पर विकसित की जा रही है। वर्तमान में सगन्ध फसलों को औद्यानिकी फसलों के रूप में मान्यता न होने से केन्द्र सरकार की औद्यानिकी योजनाओं का लाभ सगन्ध कृषकों को प्राप्त नहीं हो रहा है। कृषि मंत्री गणेश जोशी ने सगन्ध फसलों को औद्यानिकी फसलों के रूप में घोषित करने का केंद्रीय कृषि मंत्री से अनुरोध किया। ताकि सगन्ध फसलों के उत्पादन से जुड़े कृषकों को औद्यानिक योजनाओं का भी लाभ मिल सके।
कृषि मंत्री गणेश जोशी ने बताया कि उत्तराखण्ड में 40% क्षेत्र में जैविक खेती की जा रही है। जैविक एवं प्राकृतिक खेती कर रहे किसानो को सामान्य अनुदान के अतिरिक्त रासायनिक कृषि करने वाले कृषकों की तुलना में 10-20 प्रतिशत अनुदान बड़ा दिया जाए। जिससे किसानों को प्रोत्साहन मिल सके, अधिक से अधिक किसान जैविक एवं प्राकृतिक खेती से जुड़ सके। मंत्री गणेश जोशी ने राज्य में फार्म मशीनरी बैंक की कृषकों के मध्य मांग एवं कठिन भौगोलिक परिस्थितियों के दृष्टिगत, संतृप्त करने के लिये एकमुश्त पैकेज प्रदान किया जाय। साथ ही मंत्री गणेश जोशी ने कृषि एवं रेखीय विभागों में डिजीटल अवस्थापना सुविधाओं के विकास हेतु एकमुश्त पैकेज प्रदान किया जाय।
मंत्री जोशी ने विश्वास जताते हुए कहा कि निश्चित तौर पर इन प्रयासों से उत्तराखंड के किसानों की आर्थिक स्थिति को सुदृढ़ करने और कृषि क्षेत्र को नई ऊंचाई पर ले जाने में मददगार साबित होगा।
