देहरादून। मेजर ध्यानचंद जयंती के अवसर पर बहुउद्देश्यी क्रीड़ा हाल परेड ग्राउंड में आयोजित राष्ट्रीय खेल दिवस – 2025, समारोह को संबोधित करते हुए, मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि खेल और खेल भावना समाज को ऊर्जा, अनुशासन और प्रेरणा प्रदान करती है। उन्होंने कहा कि मेजर ध्यानचंद ने अपनी स्टिक के जादू से पूरी दुनिया को भारत की खेल शक्ति से परिचित कराया। उन्होंने हिटलर तक को ये बता दिया कि देश भक्ति आखिर क्या होती है। उन्हीं के आदर्शों पर चलकर आज प्रधानमंत्री नरेंद्र मोदी के नेतृत्व में हमारा देश भी एक वैश्विक खेल शक्ति बन रहा है, इसमें उत्तराखंड भी अपनी भूमिका निभाने के लिए कमर कस चुका है। उन्होंने कहा कि प्रधानमंत्री “खेलो इंडिया” और “फिट इंडिया मूवमेंट” जैसे कार्यक्रमों के माध्यम से देश में खेल संस्कृति को प्रोत्साहित करने का प्रयास कर रहे हैं।
आज हमारे खिलाड़ी केवल किसी प्रतियोगिता में भाग लेने के लिए ही नहीं खेलते बल्कि जीतने और तिरंगा लहराने के संकल्प के साथ मैदान में उतरते हैं। हाल के वर्षों के उदाहरण देखें तो जहां, 2020 के टोक्यो ओलंपिक में भाला फेंक में नीरज चोपड़ा ने स्वर्ण पदक जीतकर इतिहास रचा वहीं पुरुष हॉकी टीम ने 41 वर्षों बाद कांस्य पदक हासिल किया। इसी तरह पेरिस ओलंपिक में नीरज चोपड़ा ने रजत पदक, मनु भाकर ने दो कांस्य पदक, स्वप्निल कुसले व अमन सेहरावत ने एक- एक कांस्य पदक जीतकर और पुरुष हॉकी टीम ने लगातार अपना दूसरा कांस्य पदक जीतकर भारत का गौरव बढ़ाया। हाल ही में हुई एशियाई एथलेटिक्स चैम्पियनशिप में ज्योति याराज्जी, गुलवीर सिंह और अविनाश सबले ने स्वर्ण पदक जीतकर भारत का परचम बुलंद किया है। प्रधानमंत्री नरेंद्र मोदी ने खेल बजट तीन गुना बढ़ा दिया है।
देवभूमि बनी खेलभूमि
मुख्यमंत्री ने कहा कि उत्तराखंड में आयोजित 38वें राष्ट्रीय खेलों के भव्य एवं सफल आयोजन ने उत्तराखंड को “देवभूमि” के साथ ही “खेलभूमि” के रूप में भी स्थापित करने का मार्ग प्रशस्त किया है। इस बार के राष्ट्रीय खेलों में हमारे खिलाड़ियों ने 103 पदक जीतकर पहली बार राष्ट्रीय खेलों में 7वां स्थान प्राप्त कर इतिहास रचने का कार्य किया। अब राज्य में विश्वस्तरीय स्पोर्ट्स इंफ्रास्ट्रक्चर विकसित हो गया है।
उत्तराखंड राष्ट्रीय ही नहीं, बल्कि इंटरनेशनल खेल प्रतियोगिताओं के आयोजन करने में भी सक्षम बना है। हाल ही में देश की एकमात्र ओलंपिक स्टैण्डर्ड हिमाद्रि आइस रिंक का जीर्णोद्धार किया गया है। जिसके फलस्वरूप इस आइस रिंक में इंटरनेशनल स्तर की प्रतियोगिता आयोजित की जा चुकी है, जो न केवल हमारे राज्य के लिए गौरव का विषय है, बल्कि भारत में शीतकालीन खेलों के एक नए युग का सूत्रपात करने में भी मील का पत्थर सिद्ध हुई है।
आठ शहरों में बनेगी खेल अकादमियां
मुख्यमंत्री ने कहा कि राज्य सरकार शीघ्र ही एक ‘स्पोर्ट्स लेगेसी प्लान’ भी लागू करने जा रही है, जिसके अंतर्गत प्रदेश के आठ प्रमुख शहरों में 23 खेल अकादमियों की स्थापना की जाएगी। इन अकादमियों में प्रत्येक वर्ष 920 विश्वस्तरीय एथलीट और 1000 अन्य खिलाड़ी उच्च स्तरीय प्रशिक्षण प्राप्त करेंगे। राज्य सरकार हल्द्वानी में उत्तराखंड के प्रथम खेल विश्वविद्यालय एवं लोहाघाट में महिला स्पोर्ट्स कॉलेज स्थापित कर रही है। नई खेल नीति के तहत राष्ट्रीय और इंटरनेशनल स्तर पर पदक विजेताओं को सरकारी नौकरी की सुविधा दी जा रही है। इसके साथ ही आवासीय स्पोर्ट्स कॉलेजों में अध्ययनरत खिलाड़ियों को निःशुल्क प्रशिक्षण एवं शिक्षा, तथा प्रतिभावान युवाओं को प्रोत्साहित करने के लिए खेल-छात्रवृत्ति जैसी सुविधाएँ भी प्रदान की जा रही हैं।
राज्य सरकार ‘मुख्यमंत्री खेल विकास निधि’, ‘मुख्यमंत्री खिलाड़ी प्रोत्साहन योजना’, ‘मुख्यमंत्री उदीयमान खिलाड़ी योजना’ तथा ‘खेल किट योजना’ जैसे कार्यक्रमों के माध्यम से राज्य के उभरते हुए युवा खिलाड़ियों को प्रोत्साहित करने का भी काम कर रही है।
खिलाड़ियों को किया सम्मानित
इस अवसर पर विभिन्न अंतरराष्ट्रीय प्रतियोगिताओं में पदक विजेता खिलाड़ियों को पुरस्कृत करते हुए, मख्यमंत्री ने कहा कि खेल दिवस के अवसर पर राज्य सरकार द्वारा कुल 250 से अधिक खिलाड़यों एवं उनके प्रशिक्षकों को लगभग 16 करोड़ रुपये की सम्मान राशि प्रदान की जा रही है। सम्मानित हो रहे खिलाड़ियों में पेरिस ओलंपिक 2024 में प्रतिभाग करने वाले खिलाड़ी मनदीप कौर, अमीषा रावत और मनोज सरकार को 50-50 लाख रुपये की सम्मान राशि प्रदान की गई है। इसी प्रकार, अंतर्राष्ट्रीय प्रतियोगिताओं में स्वर्ण पदक जीतकर देश का गौरव बढ़ाने वाले शौर्य सैनी और अभिनव देशवाल को 30-30 लाख रुपये की सम्मान राशि से पुरस्कृत किया गया। इसके अलावा “मुख्यमंत्री उदीयमान खिलाड़ी उन्नयन योजना” के अंतर्गत 3,900 खिलाड़ियों तथा “मुख्यमंत्री प्रोत्साहन योजना” के अंतर्गत 2,199 खिलाड़ियों को प्रतिमाह मिलने वाली उनकी छात्रवृत्ति की लगभग साढ़े 5 करोड़ रुपये की राशि भी प्रदान की गई।
दो घोषणाएं की
सीएम ने कहा कि भारत ने वर्ष 2030 में राष्ट्रमंडल खेलों की मेजबानी के लिए प्रयास शुरू कर दिए हैं, इसलिए खेल विभाग और युवा खिलाड़ियों को अभी से इसकी तैयारियों में जुटना होगा। इस मौके पर मुख्यमंत्री ने परेड ग्राउंड में एथलेटिक सिंथेटिक ट्रैक बनाने और पवेलियन फुटबाल ग्राउंड में सिंथेटिक फुटबाल टर्फ लगाने की घोषणा की। इस मौके पर उन्होंने खेल स्पर्धाओं में पदक जीतने वाले खिलाड़ियों मानसी नेगी को खेल विभाग और मोहम्मद अरशद को पुलिस विभाग में आउट ऑफ टर्न नियुक्ति पत्र भी प्रदान किए।
खेल मंत्री रेखा आर्या ने अपने संबोधन में कहा कि उत्तराखंड ने राष्ट्रीय खेलों के जरिए हर क्षेत्र में मानक स्थापित किए हैं। राज्य सरकार उत्तराखंड में खेल सुविधाओं का विकास करने में कामयाब रही है, इससे आने वाले समय में राज्य के हर घर से खिलाड़ी निकलेगा।
समारोह को सांसद माला राज्यलक्ष्मी शाह, उपाध्यक्ष उत्तराखण्ड राज्य स्तरीय खेल परिषद हेमराज बिष्ट, विशेष प्रमुख सचिव खेल अमित सिन्हा, निदेशक खेल आशीष चौहान एवं खेल विभाग के अधिकारी मौजूद थे।
