चिह्नित भूमि को अनुपयुक्त बताते हुए वन विभाग ने जताई आपत्ति, अब दोबारा भेजा जाएगा प्रस्ताव
नैनीताल। काठगोदाम से कैंचीधाम के बीच प्रस्तावित बाईपास निर्माण को लेकर एक बार फिर अड़चन सामने आई है। इस बाईपास के लिए चिन्हित की गई वन भूमि पर वन विभाग ने आपत्ति दर्ज करते हुए प्रशासन की ओर से भेजी गई फाइल वापस लौटा दी है। विभाग का कहना है कि क्षतिपूरक वनीकरण के लिए दी गई भूमि उपयुक्त नहीं है, क्योंकि उसमें आधे हिस्से पर पहले से ही पौधरोपण किया जा चुका है।
भीमताल और नैनीताल मार्ग पर अक्सर लगने वाले जाम से निजात दिलाने के लिए वर्ष 2019 में कैंचीधाम बाईपास की योजना बनाई गई थी, जो बाद में ठंडे बस्ते में चली गई। 2023 में यह योजना दोबारा सक्रिय की गई और गुलाबघाटी से अमृतपुर तक 3.5 किमी लंबी सड़क के लिए भूमि चिन्हित की गई, जिसमें गौला नदी पर पुल निर्माण भी शामिल है।
इस बाईपास का एक हिस्सा वनभूमि से होकर गुजरता है। नियमों के अनुसार, वन क्षेत्र के उपयोग के बदले दूसरी जगह वनीकरण किया जाना होता है। इसी के तहत प्रशासन ने नैनीताल वन प्रभाग में 6.54 हेक्टेयर भूमि चिन्हित कर विभाग को सौंपी थी, लेकिन हाल ही में वन विभाग के नोडल अधिकारी रंजन मिश्रा ने इस जमीन का बड़ा हिस्सा अनुपयुक्त घोषित कर दिया।
अब तीन विभागों — वन, लोक निर्माण और राजस्व — की एक संयुक्त टीम चिन्हित भूमि का भौतिक निरीक्षण करेगी। रिपोर्ट तैयार कर वन विभाग को दोबारा प्रस्ताव भेजा जाएगा। इसी बीच, हाईकोर्ट के लिए चिन्हित जमीन में से भी एक हिस्सा बाईपास के लिए देने पर विचार चल रहा है।
डीएम वंदना का बयान: “बाईपास के लिए दी गई भूमि को लेकर आपत्ति आई है, जिसे देखते हुए अब संयुक्त टीम निरीक्षण करेगी। साथ ही हाईकोर्ट की भूमि से एक हिस्सा प्रस्तावित किया जा रहा है, जिसका प्रस्ताव जल्द भेजा जाएगा।”
