मुख्यमंत्री धामी ने जताया आभार, बोले— सुरक्षित और सुनियोजित शहर बनेगा ज्योतिर्मठ
देहरादून। केन्द्र सरकार ने उत्तराखण्ड को बड़ी सौगात दी है। मुख्यमंत्री पुष्कर सिंह धामी के अनुरोध पर केन्द्र सरकार ने ज्योतिर्मठ को आपदा से सुरक्षित करने के लिए 291.15 करोड़ रुपये की धनराशि मंजूर की है।
मुख्यमंत्री ने इस स्वीकृति के लिए प्रधानमंत्री नरेंद्र मोदी और गृह मंत्री अमित शाह का आभार व्यक्त करते हुए कहा कि राज्य सरकार ज्योतिर्मठ के सुनियोजित विकास और सुरक्षित भविष्य के लिए प्रतिबद्ध है। उन्होंने कहा कि क्षेत्र की देवतुल्य जनता के लिए हरसंभव प्रयास किए जाएंगे।
मुख्यमंत्री ने कहा कि इस परियोजना से न केवल आपदा प्रभावित क्षेत्र को स्थिरता मिलेगी, बल्कि भगवान बदरीविशाल के दर्शनों हेतु आने वाले श्रद्धालुओं को भी सुरक्षित सुविधाएं मिलेंगी। साथ ही, नरसिंह मंदिर के आसपास रहने वाले लोगों की सुरक्षा भी सुनिश्चित हो सकेगी।
भू-धंसाव से पुनर्निर्माण तक: कैसे बदलेगा ज्योतिर्मठ
2 जनवरी 2023 को ज्योतिर्मठ में भू-धंसाव के कारण कई घरों और संरचनाओं में दरारें आई थीं, जिससे लगभग 22 प्रतिशत संरचनाएं प्रभावित हुई थीं। इस गंभीर स्थिति को देखते हुए मुख्यमंत्री ने तत्काल उच्चाधिकारियों के साथ बैठक की और विशेषज्ञ टीमों द्वारा क्षेत्र का व्यापक निरीक्षण कराया गया।
मुख्यमंत्री के निर्देश पर एनडीएमए, यूएसडीएमएम, आईआईटी रुड़की, यूएनडीपी, सीबीआरआई, वाडिया इंस्टीट्यूट और अन्य संस्थानों के विशेषज्ञों की 35 सदस्यीय टीम ने अप्रैल 2023 में क्षेत्र का दौरा किया और पीडीएनए (Post Disaster Need Assessment) किया। इस आकलन में पुनर्निर्माण, स्वास्थ्य, शिक्षा, स्वच्छता, सड़क और पुलों जैसी बुनियादी जरूरतों का विश्लेषण किया गया।
सुदृढ़ और सुरक्षित अवसंरचना का होगा निर्माण
उत्तराखण्ड राज्य आपदा प्रबंधन प्राधिकरण द्वारा प्रस्तावित योजनाओं में प्रारंभिक चरण में अस्थिर क्षेत्रों को स्थिर करने, जल निकासी और सीवरेज व्यवस्था को सुदृढ़ करने जैसे कार्य शामिल हैं। अलकनंदा नदी के किनारे ‘टो प्रोटेक्शन’, ढलान स्थिरीकरण और जल एवं स्वच्छता से जुड़ी परियोजनाओं की डीपीआर तैयार कर गृह मंत्रालय को भेजी गई थी।
मुख्यमंत्री द्वारा बार-बार किए गए अनुरोधों और गृह मंत्रालय की सिफारिशों के फलस्वरूप यह धनराशि स्वीकृत हुई है। इससे योजनाबद्ध रूप से ज्योतिर्मठ को स्थिर और सुरक्षित बनाया जा सकेगा।
