दिल्ली में छठ पर्व पर यमुना बदली-बदली आएगी नजर
नदी पुनरुद्धार और नदी के आसपास सार्वजनिक कार्यक्रमों के लिए स्वयंसेवकों को जोड़ा जाएगा
दिल्ली। छठ पर्व पर दिल्ली में यमुना बदली-बदली नजर आएगी। यमुना नदी की सफाई और पुनरुद्धार के लिए प्रधानमंत्री नरेंद्र मोदी की अध्यक्षता में उच्च स्तरीय बैठक हुई। इसमें यमुना के विकास के लिए अंतरिक्ष प्रौद्योगिकी की मदद लेने का निर्णय लिया गया है। साथ ही शहरी नदी प्रबंधन योजना बनाने और उसे मास्टर प्लान के साथ एकीकृत करने का निर्णय लिया गया है। इसमें दिल्ली की मुख्यमंत्री रेखा गुप्ता भी मौजूद रहीं।
दिल्ली सरकार से मिली जानकारी के मुताबिक बैठक में निर्णय लिया गया कि दिल्ली समग्र जल के लिए शहरी नदी प्रबंधन योजना विकसित करेगी। प्रबंधन को शहर के मास्टर प्लान के साथ जोड़ा जाएगा। नदी पुनरुद्धार और नदी के आसपास सार्वजनिक कार्यक्रमों के लिए स्वयंसेवकों को जोड़ा जाएगा। प्रधानमंत्री ने स्पष्ट रूप से कहा कि छठ पर्व को मनाते समय दिल्ली के लोगों को यमुना के बदलाव का अनुभव होना चाहिए।
साथ ही कहा कि नालों के प्रवाह और सीवेज प्लांट के प्रदर्शन को ट्रैक करने के लिए वास्तविक समय का डाटा और अंतरिक्ष प्रौद्योगिकी का उपयोग होना चाहिए। पीएम आवास पर हुई इस बैठक में केंद्रीय गृह मंत्री अमित शाह, केंद्रीय जल शक्ति मंत्री, दिल्ली की मुख्यमंत्री रेखा गुप्ता सहित अन्य अधिकारी शामिल हुए।
यमुना को स्वच्छ व निर्मल बनाने के लिए तीन माह से तीन साल की योजना तैयार होगी। कार्ययोजना में अल्पकालिक गतिविधियां (3 महीने), मध्यम अवधि गतिविधियां (3 महीने से 1.5 साल) और दीर्घकालिक गतिविधियां (1.5 से 3 साल) को शामिल किया गया है। इसमें ड्रेन मैनेजमेंट, सॉलिड वेस्ट मैनेजमेंट, सीवेज मैनेजमेंट, सेप्टेज और डेयरी वेस्ट मैनेजमेंट, औद्योगिक अपशिष्ट प्रबंधन, अपशिष्ट जल उपचार बुनियादी ढांचे की कमी की पहचान और निगरानी उपायों, यमुना नदी में प्रवाह में सुधार, बाढ़ के मैदान की सुरक्षा, हरित नदी के किनारे विकास और सार्वजनिक पहुंच के लिए विशेष समय सीमा तय की गई है।
मोदी ने कहा कि नालों में प्रवाह को मापने के साथ-साथ सीवेज उपचार संयंत्रों के कामकाज की निगरानी के लिए सूक्ष्म स्तर के वास्तविक समय के डेटा को इकट्ठा करने के लिए सर्वोत्तम उपलब्ध तकनीक का उपयोग किया जाना चाहिए। उन्होंने कहा कि प्रदूषण कम करने के लिए बुनियादी ढांचे की योजना और कार्यान्वयन डेटा पर आधारित होना चाहिए और इसका उपयोग शासन में सुधार के लिए किया जाना चाहिए ताकि यह सुनिश्चित हो सके कि मौजूदा बुनियादी ढांचा प्रभावी ढंग से काम कर रहा है।
उन्होंने इस उद्देश्य के लिए अंतरिक्ष प्रौद्योगिकी के उपयोग की भी सलाह दी। पीएम ने इस संबंध में जनभागीदारी आंदोलन की आवश्यकता पर भी जोर दिया, जिसमें नदी के पुनरुद्धार और नदी के आसपास सार्वजनिक कार्यक्रमों के लिए स्वयंसेवकों को शामिल किया जाना चाहिए।
