नीति आयोग का विज्ञान, सामुदायिक सहभागिता व महिलाओं के सशक्तिकरण पर फोकस
देहरादून। नीति आयोग, जी.बी. पंत राष्ट्रीय हिमालयी पर्यावरण संस्थान, अल्मोड़ा और अन्तरराष्ट्रीय एकीकृत पर्वतीय विकास केन्द्र ने ‘स्प्रिंगशेड प्रबंधन एवं जलवायु अनुकूलन: भारतीय हिमालयी क्षेत्र में सतत विकास के लिए रणनीति’ विषय पर एक दिवसीय कार्यशाला का आयोजन किया। इस अवसर पर हे.न. बहुगुणा विश्वविद्यालय की पूर्व कुलपति प्रो. अन्नपूर्णा नौटियाल की पुस्तक ‘भारतीय हिमालय क्षेत्र एक सतत भविष्य की ओर’ का विमोचन किया गया।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि इस कार्यशाला से जहां भारतीय हिमालयी क्षेत्र में जलस्त्रोतों को पुनर्जीवित करने के प्रयासों को बल मिलेगा, वहीं जलवायु परिवर्तन की चुनौतियों से निपटने के लिए कार्ययोजना बनेगी। उन्होंने कहा कि राज्य सरकार स्प्रिंगशेड मैनेजमेंट और जलवायु संरक्षण की दिशा में प्राथमिकता से कार्य कर रही है। पर्यावरण संतुलन और जैव विविधता बनाये रखने के लिए इकोनॉमी और इकोलॉजी के बीच समन्वय बनाकर कार्य किये जा रहे हैं। राज्य में जी.डी.पी की तर्ज पर जी.ई.पी इंडेक्स तैयार कर जल, वन, भूमि और पर्वतों के पर्यावरणीय योगदान के आंकलन के प्रयास किये गये हैं।
मुख्यमंत्री ने कहा कि उत्तराखण्ड देश का एक महत्वपूर्ण वॉटर टॉवर भी है। यहां के ग्लेशियर पानी के अविरल स्रोत हैं। उन्होंने कहा कि जलवायु परिवर्तन और पारिस्थितिकी संकट से समस्याओं के समाधान के लिए राज्य में अनेक कार्य किये जा रहे हैं। जल संरक्षण को बढ़ावा देने के लिए राज्य में ‘स्प्रिंग एण्ड रिवर रिजुविनेशन अथॉरिटी’ का गठन किया गया है। इसके तहत 5500 जमीनी जलीय स्रोतों तथा 292 सहायक नदियों का चिन्हीकरण कर उपचार किया जा रहा है। हरेला पर्व पर राज्य में व्यापक स्तर पर वृक्षारोपण किया गया।
अमृत सरोवर योजना के तहत राज्य में 1092 अमृत सरोवरों का निर्माण किया जा चुका है। मुख्यमंत्री ने कहा कि नदी जोड़ो परियोजना के तहत पिडंर को कोसी, गगास, गोमती और गरूड़ नदी से जोड़ने का अनुरोध नीति आयोग से किया गया है। उन्होंने आशा व्यक्त की कि यह कार्यशाला उत्तराखण्ड ही नहीं बल्कि देश के पर्वतीय क्षेत्रों के प्राकृतिक जल स्रोतों के वैज्ञानिक पुनर्जीवीकरण की दिशा में महत्वपूर्ण पहल साबित होगी।
उपाध्यक्ष नीति आयोग सुमन के. बेरी ने हिमालयी राज्यों में खाली हो रहे गांवों को फिर से पुनर्जीवन दिए जाने के लिए बाहर बस गए लोगों को अपने गांवों में वापस लाने के लिए जागरूक करने पर जोर दिया। उन्होंने इसके लिए वाईब्रेंट विलेज योजना को गम्भीरता से लेते हुए, ऐसे गांवों में रोजगार और मूलभूत सुविधाएं उपलब्ध कराए जाने की बात कही। उन्होंने नीति आयोग के अध्यक्ष एवं प्रधानमंत्री नरेन्द्र मोदी के विकसित भारत के लक्ष्य को साकार करने के लिए विज्ञान, सामुदायिक सहभागिता एवं महिलाओं को सशक्तिकरण पर विषेश बल दिए जाने की बात कही। इसके लिए उन्होंने ब्रॉडबेंड सेवा के विस्तार, इन्टरनेट कनेक्टिविटी बढाए जाने पर बल दिया।
सिंचाई मंत्री सतपाल महाराज ने कहा कि जलवायु परिवर्तन की वजह से प्राकृतिक जल स्रोतों पर नकारात्मक प्रभाव पड़ रहा है। उत्तराखण्ड की परंपरा में जल स्रोतों को पवित्र माना जाता है और इनकी पूजा की जाती है। जल के महत्व को ध्यान में रखते हुए इसके संरक्षण के लिए सबको सामुहिक प्रयास करने होंगे।
